Yes. Publishly is free and open source, with no account, no watermark and no paid tier. The files you make are yours.
Can the screen play a recording?
Yes. A screen recording plays inside the device, at half to double speed, and keeps playing as the device moves.
What devices are there?
Pixel, iPhone and Galaxy phones, a foldable, an Android tablet, an iPad, a laptop, a round watch and a TV — or a frameless card with just the screen.
